When a hurricane takes aim at the United States, one of the first industries to feel it, often days before landfall, is commercial aviation. Airlines cancel flights by the thousands, major airports shut down, and the disruption ripples across a tightly connected national network far beyond the storm's path.
This article looks at the impact side of that story: how many flights a hurricane grounds, what it costs airlines and passengers, what travelers are owed, and how long it takes the system to recover. The Scale: One Storm, Thousands of Cancellations
Weather is the single largest cause of air-traffic delay in the U.S. National Airspace System, and a hurricane is weather at its most disruptive.1 A landfalling major storm can erase thousands of flights from the schedule in a matter of days.
Hurricane Sandy in October 2012 remains one of the largest hurricane-driven disruptions in U.S. aviation history. From October 27 through November 1, U.S. airlines canceled 19,729 flights, according to the flight-tracking service FlightAware, with more than 13,000 of those falling on October 29 alone as the storm bore down on the Northeast.2 Hurricanes are not the record-holders for single-event cancellations, though; sprawling winter storms routinely cancel more, and one post-pandemic blizzard grounded more than 11,000 U.S. flights in a single day, according to the aviation-analytics firm Cirium.3 What sets hurricanes apart is how concentrated and predictable the hit is: airlines can see it coming and pre-emptively cancel, and a single region can lose nearly all of its service at once.
That predictability is why cancellation counts climb so fast. Airlines begin pulling flights 24 to 48 hours before a storm's projected landfall, so the tally is a rolling, cumulative one that grows each day the storm threatens, which is why these figures are best read as "more than X," not exact final totals.
There's a quiet upside buried in that, and it's the one hazard silver lining we'd point to. This is the rare hurricane impact people can actually see coming. The same forecast lead time the whole field spends its days trying to extend is what lets an airline empty a schedule two days out instead of stranding a terminal full of passengers when the storm arrives. A cancelled flight is a real disruption; it is also, often, a warning heeded.
Why One Storm Ripples Across the Country
A hurricane rarely disrupts only the airports in its path. The U.S. airline system is a tightly connected hub-and-spoke network, and when a storm closes a major hub or blocks a busy stretch of en-route airspace, the effects cascade nationwide.
Two mechanisms drive the spread. First, aircraft and crews get stranded out of position: a jet that cannot reach Miami cannot fly its next three legs to Chicago, Dallas, and back, so cancellations propagate along the aircraft's planned rotation. Second, the airspace itself narrows. Florida and the eastern Gulf sit under some of the busiest en-route corridors in the country, and when a storm's weather fills that airspace, traffic that would normally pass through gets funneled into fewer routes, congesting them and delaying flights that never went near the coast. The result is a national slowdown radiating outward from a regional storm.
The Economic Toll
Flight delays and cancellations are expensive even in ordinary weather, and hurricanes compress a large share of that cost into a few days. A landmark study for the FAA, the NEXTOR "Total Delay Impact" study, put the total cost of U.S. flight delay in 2007 at roughly $32.9 billion, with passengers, not airlines, bearing about half of it through lost time, missed connections, and disrupted plans.4 Airlines for America, the industry's trade group, cites the FAA/NEXTOR estimate of the annual cost of delay at about $33 billion.5
The per-aircraft economics are just as stark. Airlines for America pegs the average cost of aircraft block time, the taxi-plus-airborne minutes an airplane is running, at $100.76 per minute for U.S. passenger carriers in 2024.5 Every hour a jet sits grounded or flies a longer storm-avoidance route, then, runs into the thousands of dollars, before counting crew repositioning, passenger rebooking, and the revenue simply lost when a fully booked flight never operates. A single wide-body airliner also represents a nine-figure asset sitting idle while it waits out a storm.
An honest accounting adds a caveat: weather is not the only, or always the leading, cause of cancellations. In the strained post-pandemic period, U.S. government auditors found that factors within the airlines' own control, such as staffing and aircraft availability, drove more cancellations than weather during several months of 2021 and 2022.6 Hurricanes are episodic and severe, but the day-to-day reliability of the network depends on far more than the forecast.
What It Means for Passengers
For travelers, a hurricane cancellation raises two practical questions: what am I owed, and how do I get rebooked?
On refunds, the rules are clear and favorable. Under U.S. Department of Transportation regulations, when an airline cancels a flight or makes a significant schedule change, the passenger is entitled to a prompt refund of the airfare, taxes, and ancillary fees if they choose not to travel or to accept a rebooking. This applies regardless of the reason for the cancellation, weather included.7 The DOT's 2024 automatic-refund rule strengthened this further: refunds must now be issued automatically, without the passenger having to ask, in the original form of payment rather than as a voucher.7
Compensation, however, is a different matter. Because the DOT treats weather as outside an airline's control, carriers are not required to pay cash compensation or cover meals and hotels for a hurricane-related cancellation.8 The refund is guaranteed; the amenities are not.
In practice, most passengers do not want a refund; they want to reach their destination. That is where airline travel waivers come in. When a storm is forecast to affect an area, airlines proactively issue a waiver that lets already-ticketed passengers rebook without the usual change fee, typically to and from the affected airports within a set window. These waivers are a voluntary commercial practice, not a legal requirement, and the terms vary by airline, but during major Florida storms the large carriers routinely publish them days in advance.
Air Cargo and the Supply Chain
Passengers are the visible face of a hurricane's aviation impact, but the same closures hit air cargo, and air cargo punches far above its weight. Although it moves less than one percent of world trade by tonnage, air cargo carries goods worth over $8 trillion, about a third of all world trade by value, according to the International Air Transport Association.9 These are the time-sensitive, high-value, and perishable shipments that cannot wait for a ship.
Geography concentrates the risk. Miami International Airport is the leading U.S. gateway for international air freight and the dominant hub for trade with Latin America, handling the lion's share of the region's air imports and exports, including the great majority of fresh-cut flowers and a large volume of perishable produce and seafood entering the country by air.10 When a hurricane closes Miami, it does not just strand travelers; it interrupts a supply chain that keeps supermarket shelves and florists stocked across the country, with losses that mount for every day the perishables cannot move.
Recovery: Days, Not Hours
Reopening an airport after a hurricane is deliberately slow, because safety comes first: runways must be swept for debris, navigation aids re-checked, and power and lighting restored before flights resume. How long that takes varies enormously with the damage.
The pattern is clearest in Florida, which faces the most frequent tropical threat. During Hurricane Irma in September 2017, most major Florida airports closed on Saturday, September 9, and reopened to limited service by Tuesday, September 12; Miami International resumed at roughly 30 percent of its normal schedule and ramped up over the following week.11 In Florida alone, airlines canceled close to 9,000 flights during Irma, per FlightAware.12
Hurricane Ian in September 2022 showed how uneven recovery can be. Tampa and Orlando, spared a direct hit, closed on September 27–28 and were back in operation by September 30. Southwest Florida International Airport near Fort Myers, closest to Ian's landfall, stayed shut about eight days, reopening to limited operations only on October 5 as water and power were restored to the devastated surrounding area.13 Across the event, U.S. carriers canceled more than 2,000 flights on each of the peak days, according to FlightAware.14
More recent storms fit the same mold. Hurricane Milton in October 2024 grounded roughly 1,970 U.S. flights on October 9 and more than 2,270 the next day as it crossed Florida, again per FlightAware, with Tampa and Orlando closing and reopening within about a day.15 Hurricane Matthew in 2016 had earlier canceled more than 4,000 flights over a three-day stretch along the Southeast coast.16 A well-run network can absorb a storm and re-normalize within a few days once the airports reopen; the long tail belongs to the airports the storm hits hardest.
Hurricanes are among the most disruptive events the commercial aviation system faces, capable of grounding tens of thousands of flights, imposing costs that run into the billions across a bad season, and rippling far beyond the coast. But the impact is also, unusually, foreseeable: airlines can pre-cancel, passengers are protected by clear refund rules, and most airports are flying again within days. The lasting damage tends to fall not on the network as a whole, but on the communities and airports that took the storm's direct blow, the same places whose recovery reaches far past the runway, as the economic ripple effects of a landfall show.
