The United States' deadliest hurricanes and its costliest hurricanes are largely two different lists. The deadliest storms mostly predate modern forecasting, when communities had little or no warning; the costliest are recent, reflecting the enormous growth of coastal wealth.1
The Deadliest U.S. Hurricanes
The single deadliest natural disaster in U.S. history remains the Great Galveston Hurricane of 1900, which killed an estimated 6,000 to 12,000 people when storm surge overwhelmed the low-lying Texas island with no effective warning.1 Other historic killers include the 1928 Okeechobee hurricane, which drowned an estimated 2,500 or more in Florida. In the modern era, Hurricane Katrina (2005) killed about 1,800, the deadliest in 80 years, and Hurricane Maria (2017) is associated with an estimated 2,975 excess deaths in Puerto Rico.2 Hurricane Helene (2024), with at least 248 deaths, was the deadliest to strike the contiguous U.S. since Katrina.3
Other early storms rank among the deadliest as well: the 1893 hurricanes that struck the Sea Islands of the Carolinas and the Chenière Caminada region of Louisiana together killed thousands, and the 1928 Okeechobee, 1919 Florida Keys, and 1935 Labor Day hurricanes each killed hundreds to thousands.1 What these disasters shared was the absence of timely warning: before satellites and aircraft reconnaissance, a community's first sign of a major hurricane was often the rising water itself.
The old death tolls are estimates, and wide ones. Galveston's is usually given as 6,000 to 12,000 because no one could count the dead scattered along the coast or carried out to sea, and when we work with the historical record, those early figures have to be treated as ranges rather than points.
The long-term decline in hurricane death tolls, punctuated by tragic exceptions, reflects the success of satellite monitoring, aircraft reconnaissance, organized warnings, and evacuation. Today most hurricane deaths come from water (storm surge and inland flooding) rather than wind.2
The Costliest U.S. Hurricanes
The costliest hurricanes are almost all recent. Adjusted to current dollars, Hurricane Katrina ($200 billion) and Hurricane Harvey ($160 billion) lead, followed by Ian (2022), Maria (2017), Sandy (2012), Ida (2021), and others, a list dominated by storms from the past two decades.3
This concentration reflects the steep rise in coastal population and property values: the same storm causes far greater losses today than it would have generations ago.
Hurricane Andrew (1992) is the main older storm to crack the costliest list, and even it ranks well below the recent disasters once today's coastal values are applied.3 The trend is driven less by worsening storms alone than by what now sits in harm's way: far more people and far more property line the U.S. coast than did a few decades ago, so each major landfall finds much more to destroy, a vulnerability that climate-driven increases in the most intense storms and in rainfall only compound.
Why the Two Lists Barely Overlap
The gap between the two lists is the most encouraging fact in this record: hurricanes have become far more survivable even as they have become far more expensive.1 The danger to life is now less about a storm's raw strength than about whether a warning reaches people in time. Protecting lives and protecting property have become different problems, solved with different tools, forecasting and evacuation for the first, building codes, land use, and insurance for the second.
