Hurricane Rita was a rare Category 5 hurricane that struck the Texas–Louisiana border in September 2005, less than a month after Katrina. Although it weakened before landfall, Rita is remembered as much for its chaotic, deadly evacuation as for the storm itself.
Meteorological History
Rita formed near the Bahamas and intensified explosively over the Gulf of Mexico, reaching Category 5 strength with peak sustained winds of 180 mph (290 km/h) and a minimum pressure of 895 mb, at the time the third-lowest pressure ever recorded in the Atlantic basin.1 It weakened before coming ashore near the Texas–Louisiana border, between Sabine Pass and Johnson's Bayou, early on September 24, 2005, as a Category 3 with sustained winds near 115 mph (185 km/h).1
Rita's 895 mb pressure made it the most intense hurricane ever recorded in the Gulf of Mexico at the time, a mark it now shares with Hurricane Milton (2024), and the third-most-intense Atlantic hurricane on record.1 It deepened explosively over the Gulf's warm loop current before encountering wind shear and cooler shelf water that eased it down to Category 3 by landfall.
The Evacuation Disaster
Coming so soon after Katrina, Rita triggered one of the largest evacuations in U.S. history, with millions fleeing the Houston–Galveston region. The mass exodus produced catastrophic gridlock: highways became parking lots, vehicles ran out of fuel in extreme heat, and a bus carrying nursing-home evacuees caught fire, killing 23 people. The evacuation itself caused far more deaths than the hurricane's direct impacts, a sobering lesson in evacuation planning.1
Between 2.5 and 3.7 million people fled, the largest evacuation in U.S. history to that point.1 Beyond the bus fire, roughly 90 deaths were tied to the evacuation itself, many from heat as people sat for hours in stalled traffic during a brutal September heat wave. That is why officials attribute only about seven direct deaths to Rita, yet more than a hundred deaths in all to the storm and its exodus.1
Rita is the storm that made us take the arithmetic of evacuation seriously. Moving three million people is itself a hazard: it puts the frail on buses, the sick in cars without air conditioning, and everyone onto highways never sized for a whole city leaving at once. Ordering an evacuation is not a safe default; it trades one risk for another, and the work is making sure the trade actually comes out ahead. That is why the reforms Rita prompted, contraflow lanes, fuel staging, and special handling for nursing homes, matter as much as any forecast.
Toll
Rita was responsible for about 120 deaths, the great majority indirect and evacuation-related, with only a handful of direct deaths, and caused roughly $18.5 billion in damage in 2005.2
Rita's surge and winds heavily damaged southwestern Louisiana communities, some still reeling from Katrina weeks earlier. In Cameron Parish, Rita's storm surge of up to 18 feet (5.5 m) destroyed or severely damaged more than 90% of structures, and the surge even topped New Orleans' hurriedly repaired levees, re-flooding parts of the city that Katrina had inundated only weeks before.1
Legacy
Rita reshaped how Gulf Coast metros plan mass evacuations, prompting reforms in contraflow highway operations, fuel staging, and the evacuation of vulnerable populations such as nursing-home residents. It stands as a stark reminder that evacuation can carry its own grave risks, which must be managed as carefully as the storm.1 The same tension returned with Irma in 2017, when 6.5 million Floridians took to the roads, and it remains, in our view, one of the genuinely unsolved problems of hurricane response for large coastal metros.
